Keelung, Taiwan (December 2, 2025)– Authorities from the Keelung City Police Department conducted a raid on a massage parlor in Xinyi District after receiving reports that the establishment was operating as a brothel. The operation led to the arrest of more than ten women, primarily from Thailand and Vietnam, who were allegedly providing illegal sexual services.
Police discovered that many of the women had entered Taiwan on tourist visas, which only allowed them to stay for 14 days, but had overstayed. They were reportedly accommodated by the spa to continue offering services. The suspects were generally around 30 years old and provided a range of services based on client requests.
The raid was carried out by the Keelung City Police Department’s Second Precinct in coordination with the Keelung Special Operations Team. In addition to detaining the foreign workers, authorities took the person in charge, identified by the surname Pan, into custody for questioning. Pan has been transferred to the Keelung District Prosecutors Office on suspicion of violating public morals, while the foreign nationals will face legal action and further investigation by the Special Task Force.
Police are continuing to investigate the recruitment methods, which reportedly involved intermediaries bringing women from Southeast Asia under false pretenses, including claims of tourism.
The case highlights ongoing efforts by Taiwanese authorities to curb illegal employment and human trafficking activities within the city.
