TAIPEI —December 1, 2025 — More than three weeks after the launch of the Universal Cash Payment program, the Ministry of Finance (MOF) announced today that it has blocked access to 11 fraudulent websites impersonating the cash payment platform. Authorities warned the public to remain vigilant against phishing scams claiming to offer government cash disbursements.
Fake Websites Identified and Blocked
On November 25, the Ministry reviewed reports submitted through the Ministry of Digital Development’s Online Fraud Reporting and Inquiry Website and identified two fraudulent websites: 10000gov-tw.com and updjms.userinfoms.help, which falsely used the “All People +1 Government Support” branding. Under the Fraud Crime Prevention Act, MOF instructed internet service providers to disable DNS resolution and restrict access, preventing users from inadvertently visiting these sites.
The Ministry emphasized that the official Universal Cash Payment website is https://10000.gov.tw. Government websites in Taiwan always end with “.gov.tw”, and the “gov” portion is always preceded by a period and not by any letters or numbers.
Ongoing Anti-Fraud Measures
To protect the public, the Ministry of Finance, together with the Department of Digital Development and the Financial Information Service Company, has established a 24-hour anti-fraud task force to monitor and detect imitation websites or fraudulent logos.
The Ministry advised that anyone encountering suspicious online messages related to cash payouts should immediately report through the Online Fraud Reporting and Inquiry Website or call the 165 anti-fraud hotline.
Program Registration and Withdrawals
According to the official Universal Cash Payment data, as of 10:00 AM on November 28, more than 8.51 million people had completed registration and deposits. Of these, over 4.08 million had made ATM withdrawals, and more than 1.17 million had completed withdrawals at post offices.
The Ministry of Finance stressed the importance of verifying official sources to avoid scams and ensure safe access to government funds.
