October 15, 2025 – ZHUBEI CITY, Hsinchu County — Authorities are investigating a tragic incident that occurred last week at a daycare center affiliated with a local kindergarten promoting a “close to nature” environment. An 18-month-old child accidentally fell into a shallow ecological pond measuring approximately 20 centimeters deep and, despite emergency treatment, did not survive.

The Hsinchu County Government’s Social Affairs Department has ordered the daycare center to suspend new admissions and is assisting parents in transferring children to other facilities with available vacancies. Officials are also reviewing nearby daycare centers to ensure support for affected families.

Upon receiving the report, the Social Affairs Department dispatched personnel to the daycare to inspect the site, review surveillance footage, and assess staffing and operational practices. The center was required to conduct an information session for parents and implement immediate safety measures.

In response to the incident, the department has mandated that all childcare facilities in Hsinchu County conduct a comprehensive safety review. The Hsinchu County Student Counseling and Consultation Center will provide group counseling for affected children, ongoing mental health support, and a dedicated service team to ensure continued assistance.

A special administrative task force has been established to investigate the circumstances surrounding the incident. Any staff found negligent or in violation of the Child and Youth Welfare and Rights Protection Act may face fines ranging from NT$60,000 to NT$600,000. Serious or repeated violations could result in suspension of operations for up to one year and public disclosure of the center’s name.

The Social Affairs Department emphasized its commitment to strict oversight and transparency in childcare. Officials stated that inspections of all daycare centers and kindergartens in the county will be intensified to strengthen protective measures and ensure the safety of every child under their care.
