Taipei, Taiwan — October 31, 2025

A series of new government measures designed to support citizens’ daily needs will take effect this November, covering a wide range of areas including universal cash assistance, transportation, healthcare subsidies, and public vaccination programs. The new initiatives aim to ease financial pressure on households and improve access to essential services.

NT$10,000 Universal Cash Handout

The highly anticipated NT$10,000 universal cash handout program will officially begin in November. According to the government’s schedule, online pre-registration will open from November 5 to 9, allowing eligible citizens to register for direct deposits. Funds are expected to be credited to bank accounts as early as November 12.

Those who prefer to withdraw the money in cash can do so via ATMs starting November 17, while post office collection will begin on November 24. The government has encouraged citizens to use online registration to avoid congestion and long queues during the disbursement period.

Expanded Vaccination Coverage

The Centers for Disease Control (CDC) announced that beginning November 1, the second phase of publicly funded vaccinations will commence. Adults aged 50 to 64 without chronic illnesses are now eligible to receive both influenza and COVID-19 vaccines free of charge at participating medical facilities.

The CDC emphasized that expanding the vaccination program is intended to strengthen protection during the flu season and reduce the risk of co-infection with COVID-19.

New Medical and Family Support Services

To ensure access to medical care during holidays, 13 emergency centers across Taiwan’s six major municipalities will begin operating on November 2. These centers will be open every Sunday and long weekend from 8:00 AM to midnight, focusing on treating patients with mild conditions to ease pressure on hospital emergency departments.

Meanwhile, the Executive Yuan’s Infertility IVF Subsidy 3.0 Program will officially launch this month. The updated version increases financial assistance to up to NT$150,000 per treatment stage, helping infertile couples manage the high costs associated with in-vitro fertilization (IVF).

A Boost to Livelihood and Economic Confidence

These initiatives come as part of the government’s broader effort to boost domestic consumption and public well-being ahead of the year-end season. With the NT$10,000 cash handout and new healthcare measures, the government hopes to stimulate spending while safeguarding citizens’ health and family welfare.
