Taiwan’s nationwide “All Citizens + Government Support” cash assistance program has officially rolled out, giving every eligible citizen NT$10,000 in financial relief. The government is offering three ways to receive the payout: bank deposit registration, ATM withdrawal, and over-the-counter collection at post office branches.
To support the large-scale distribution effort, Chunghwa Post announced detailed procedures and crowd-control measures on Wednesday (13th).
Millions Expected to Claim Through ATMs and Post Offices
Chunghwa Post estimates that more than 1.2 million people will opt to withdraw their cash via ATM machines, while around 4.12 million citizens are expected to collect their assistance directly at post office counters.
To prevent overcrowding, the first week of counter services — November 24 to 29 — will follow a staggered schedule based on the last digit of recipients’ ID numbers. The postal service is also releasing limited-edition red envelopes and holding a lucky draw, with the grand prize being a NT$30,000 Shin Kong Mitsukoshi gift certificate.
Three Ways to Receive the NT$10,000 Cash
Chunghwa Post outlined the following collection options:
1. Direct Deposit (Pre-Registration)
Recipients may register to have the cash deposited directly into a post office account.
2. ATM Withdrawal
Beginning November 17, all 3,180 post office ATMs nationwide will operate 24/7 to allow citizens to withdraw their NT$10,000 at their convenience.
3. Over-the-Counter Withdrawal
Starting November 24, all 1,294 post office branches across Taiwan will open their counters for in-person withdrawals during regular business hours.
Requirements for In-Person Collection
Citizens must present a National Health Insurance (NHI) card when claiming their payout at the counter:

If the photo on the NHI card is clear and recognizable, the cash can be released immediately.

If the photo is blurred or missing, the recipient must show a valid ID card or residence permit.

Staggered Withdrawal System to Ease First-Week Crowding
To manage heavy foot traffic, Chunghwa Post will use a digit-based queue system from November 24 to 29:

Odd-numbered IDs (1, 3, 5, 7, 9): Monday, Wednesday, Friday

Even-numbered IDs (0, 2, 4, 6, 8): Tuesday, Thursday, Saturday
Special Arrangements for Seniors and Persons with Disabilities
Individuals 65 years and older and citizens with disabilities are exempt from the flow-control schedule. The postal service will deploy volunteers and accessible service counters to assist them.
A total of 273 post offices will operate on Saturdays to accommodate higher demand. In Hualien, the Guangfu and Guangfu-Futian branches will add extra service counters for three consecutive weekends beginning November 29 to better serve residents.
Mobile App Updates and Lucky Draw Campaign

Users simply need to update the app to access the new feature.
Additionally, the postal service is launching a “Post Office Lucky Draw” campaign. Anyone who completes their cash collection — whether through deposit, ATM, or counter withdrawal — and registers through the official event website will be eligible to participate.
