October 3, 2025 – Manila, Philippines – House Speaker Faustino “Bojie” Dy III assured the public that the budget process in the House of Representatives will remain transparent, accountable, and centered on the needs of Filipinos.
Dy highlighted that every peso in the proposed ₱6.3-trillion national budget for 2026 will be carefully allocated to programs that directly benefit the people.
The Speaker extended his gratitude to lawmakers, House employees, and government agencies for their cooperation during the sponsorship and plenary debates on the proposed budget. He acknowledged the long and exhaustive sessions, some lasting until 3:00 a.m., as part of the chamber’s commitment to an open and comprehensive deliberation process.
Dy also recognized the contributions of agency representatives who attended the plenary to justify their proposed allocations and respond to legislators’ queries.
In particular, he commended Appropriations Committee Chair Rep. Mikaela Suansing for her efforts to enhance transparency, including the live-streaming of budget hearings that allowed the public to monitor proceedings.
The plenary debates concluded near midnight with the Department of Budget and Management’s lump-sum allocations as the final item of discussion. Lawmakers spent over six hours scrutinizing this portion of the budget.
Rep. Suansing, in turn, thanked her fellow legislators and the various government agencies for defending their respective budgets, stressing that their participation was crucial to ensuring a fair and transparent budget process.
