Manila, Philippines — October 15, 2025.
Former House Speaker and Leyte 1st District Representative Martin Romualdez has denied receiving any money in a suitcase in connection with alleged anomalies in flood control projects.

This was confirmed by Atty. Brian Hosaka, Executive Director of the Independent Commission for Infrastructure (ICI), who stated that Romualdez made the denial in an affidavit he submitted to the commission.

The affidavit was in response to questions raised by the ICI regarding a Senate Blue Ribbon Committee witness’s claim that Romualdez received money contained in a suitcase. Romualdez also clarified that he did not implicate any other individuals in relation to the alleged irregularities.

Romualdez attended the ICI hearing on Tuesday, which was convened to investigate his alleged involvement in the flood control project anomalies. He is expected to return next week to provide additional details regarding the complaints filed against him.

The ICI continues to conduct thorough investigations to verify claims and ensure accountability in government projects.
