Manila, Philippines — October 21, 2025

Malacañang clarified that the recent visit of representatives from the United States Embassy to the Independent Commission for Infrastructure (ICI) was not connected to any investigation involving the government’s flood control projects.

According to Presidential Press Officer Undersecretary Claire Castro, Atty. Keith Hosaka of the ICI confirmed that the visit was merely a courtesy call, aimed at learning more about the commission’s mandate, structure, and methodology in overseeing public infrastructure projects.

“There were no discussions about aid, funding, or participation of foreign organizations in government projects,” Castro stated, emphasizing that the meeting was purely informational in nature.

She further explained that the visit should not be interpreted as an indication of any inquiry or probe initiated by foreign governments into foreign-assisted infrastructure programs of the Philippines.

The Palace assured the public that the government remains committed to transparency and accountability in all its infrastructure initiatives while maintaining open communication with international partners within the bounds of proper diplomatic protocol.
