MANILA, Philippines — October 8, 2025 — The Independent Commission for Infrastructure (ICI) has formally requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against several high-profile personalities, including former House Speaker Martin Romualdez, Senator Chiz Escudero, and Senator Jinggoy Estrada, in connection with alleged irregularities in government flood control projects.

The request also includes former senators Bong Revilla and Nancy Binay, along with several lawmakers and officials from the Department of Public Works and Highways (DPWH) who are reportedly under investigation for possible involvement in the controversial infrastructure projects.

According to the ICI, the move aims to prevent those under investigation from leaving the country while inquiries are ongoing. The commission emphasized that the ILBO is not equivalent to a hold departure order but serves as a precautionary measure to monitor the travel activities of individuals possibly linked to the anomaly.

The ICI’s probe focuses on reports of overpriced and substandard flood control projects allegedly funded through questionable allocations and implemented without proper oversight. The commission stated that it continues to coordinate with the DOJ and other concerned agencies to ensure accountability and transparency in the government’s infrastructure spending.

The DOJ has yet to release an official statement regarding the ICI’s request.
