MANILA, Philippines (November 28, 2025)– House Committee on Public Accounts Chairman, Rep. Terry Ridon, has questioned the Land Transportation Office’s (LTO) upcoming plan to impound light electric vehicles (LEVs), including e-bikes and e-trikes, that operate on major roads starting December 1.
According to Ridon, there is no legal requirement for privately owned LEVs to register with the Department of Transportation (DOTr), LTO, or other government agencies, as stipulated under the Electric Vehicle Industry Development Act (EVIDA).
He clarified that registration requirements only apply to for-hire LEVs, which must comply with regulations set by the DOTr and the local government units where they operate.
“We call on the DOTr, LTO, and MMDA to abandon any plan to impound private-use LEVs and to review their policies to ensure they fully comply with the EVIDA Law,” Ridon said.
The lawmaker added that Congress will hold relevant agencies accountable through proper legislative procedures if they overstep their authority against users of private LEVs.
