October 20, 2025 – Taipei, Taiwan
Northern Taiwan woke up to widespread rainfall on Monday morning as the combined effects of Typhoon Fengshen’s outer circulation and the northeast monsoon brought heavy downpours across the region. Commuters on their way to work and school were caught in the rain, with weather authorities warning that the wet conditions could persist through tomorrow night.
The Central Weather Administration (CWA) issued a heavy rain advisory at 6:35 a.m. for seven counties and cities, including Taipei, New Taipei, Keelung, Taoyuan, Hsinchu, Yilan, and Miaoli. The agency cautioned residents to expect continued rainfall, possible localized flooding, and strong gusty winds.
Former Central Weather Bureau Director Cheng Ming-dian shared on Facebook that his home was “in the red zone,” indicating a high-risk rainfall area. He noted that the rain was intense and persistent, observing that the eastern part of Taiwan had received less rain than expected. Cheng added that a weak low-pressure system might be forming over northern Taiwan, potentially altering the wind flow and intensifying rain on the windward side.
The Meteorological Administration emphasized that Keelung’s North Coast, Taipei City, New Taipei City, Taoyuan, and Yilan County are likely to experience local heavy to torrential rain throughout the day. Additionally, Hsinchu area, Orchid Island, and Green Island may see periods of heavy showers and strong gusts.
Authorities are urging the public to stay alert for short-term heavy rainfall, flash floods in low-lying areas, and potential landslides or rockfalls in mountainous regions. Travelers are advised to exercise caution and monitor weather updates closely as rain continues to batter northern Taiwan.
