Giant Manufacturing Co., Ltd. announced on Wednesday the expansion of its “Zero Recruitment Fee Policy” to include current migrant workers, reimbursing them for recruitment fees they had previously paid, according to a report from Liberty Times.

The initiative builds upon a policy launched on January 1, 2025, under which all recruitment, service, and agency fees for newly hired workers were fully covered by the company. To ensure fairness and transparency, Giant has commissioned an independent auditing agency to identify eligible workers and design a comprehensive reimbursement plan.

The company confirmed that the first round of reimbursements has already been completed, with sufficient financial reserves and bank credit secured to cover all qualified payments. Giant described this move as part of its continuing effort to uphold human rights, ethical recruitment, and fair labor practices.

In line with its commitment to worker welfare, Giant also reported that over 400 migrant workers have been relocated to newly built dormitories located in Yuanli Township, Miaoli County, and Waipu District, Taichung. The company said the former dormitory in Rinan, Taichung, no longer met current safety and comfort standards despite multiple renovations.

The new dormitory facilities adhere to international labor, safety, and human rights standards, featuring eight-person rooms with private bathrooms, as well as communal dining halls, recreation areas, fitness facilities, and advanced fire safety systems. Dedicated management teams are also assigned to oversee the well-being of residents.

According to Giant, the expansion of the policy and dormitory relocation are part of its “Migrant Worker Rights Enhancement Program”, launched in 2024 to align the company’s operations with international human rights and labor compliance benchmarks. The company reaffirmed that respect, equality, and accountability remain at the heart of its corporate values, as it strives to provide a safe, dignified, and sustainable workplace for all employees.

The announcement follows a Withhold Release Order (WRO) issued by the U.S. Customs and Border Protection (CBP) on September 24, which temporarily suspended imports of Giant bicycles produced in Taiwan over alleged forced labor concerns. In response, Giant said it has engaged a U.S. law firm and initiated formal discussions with CBP to address the matter and clarify its labor practices.

Giant emphasized that its ongoing reforms and worker welfare programs reflect its determination to strengthen transparency, uphold ethical standards, and protect the rights of all employees across its global operations.
