TAINAN, Taiwan — October 8, 2025 — A 31-year-old Vietnamese migrant worker was arrested early this morning after allegedly driving drunk and dragging a bicycle for nearly one kilometer through Annan District, Tainan City, before fleeing on foot.

According to the Heshun Police Station under the Third Precinct of the Tainan City Police Department, authorities received a report around midnight that a car had collided with a bicycle parked in front of a house along Section 4, Anhe Road, and fled the scene. Despite the bicycle being stuck beneath the vehicle, the driver reportedly continued driving for about one kilometer, creating sparks along the road.

A group of students from Kun Shan University of Science and Technology noticed the incident while returning home from a late-night meal. Seeing sparks coming from the undercarriage of the car, they immediately called the police and followed the vehicle on motorcycles. When the car finally stopped, the students approached the driver to warn him. They noticed a strong smell of alcohol and identified the driver as a foreigner. However, before they could intervene further, the man suddenly fled into a nearby alley.

Responding officers, led by Deputy Chief Xu Yongxun and Officer Tang Zhongya, quickly tracked the vehicle using surveillance footage and pursued it northward along Anhe Road. The chase led them to the Shalun area of Anding District, where the students flagged down the patrol car and informed officers that the suspect had fled on foot.

Police immediately searched the area and found the suspect, identified as Pei, hiding in nearby bushes. A breathalyzer test showed a blood alcohol level of 1.11 mg/L, well over the legal limit. Pei was taken into custody and is facing charges for public endangerment and violations of immigration laws. He has been turned over to the Tainan District Prosecutor’s Office for further investigation.

Authorities commended the university students for their vigilance and cooperation, which helped ensure a swift arrest. Police reminded the public that drunk driving poses serious dangers and that anyone caught will face severe legal consequences.
