March 25, 2026 | Manila – Representative Leila de Lima denounced Vice President Sara Duterte’s failure to attend the House Committee on Justice’s impeachment hearing, calling it a disrespect to the Constitution and a potential betrayal of public trust.
De Lima expressed disappointment over what she described as a blatant disregard for the committee, noting that even if the Vice President could not attend, her team could have submitted a formal manifestation as a sign of respect for the process.
The lawmaker clarified that the current proceedings are still in a preliminary phase and should not be mistaken as a full trial on the merits. At this stage, respondents retain the right to counsel and the opportunity to face the committee and answer clarificatory questions.
To reinforce her point, De Lima cited former Supreme Court Justice Noel Tijam’s views on the obligations of public officials during such investigations.
Originally, Duterte was expected to appear and respond to the allegations before the committee. Her absence, however, sparked tension during the hearing and, according to De Lima, reflects a mindset that undermines respect for the formal impeachment process.
“Disregarding the committee in this manner shows a lack of regard for the institutional procedures designed to uphold accountability and the rule of law,” De Lima stated.
