Changhua County, Taiwan (November 13, 2025)— A man surnamed Zhuang who had been operating an unlicensed dental clinic in Changhua County for nearly three decades has been sentenced to prison after a high court review.
Zhuang, who began providing dental services in 1992, offered treatments including denture fitting, tooth grinding, dental repairs, and braces—despite not holding a dental license. The clinic, which appeared legitimate, charged patients for these services, raising serious public health concerns.
In the first instance, Zhuang was sentenced to eight months in prison with a two-year suspended sentence under the Medical Practitioners Act and was ordered to donate NT$300,000 to charity. The sentencing judge cited Zhuang’s confession as a mitigating factor.
However, the prosecution argued that Zhuang’s actions were not accidental. Having practiced illegally for more than 20 years without proper qualifications, Zhuang posed a long-term risk to public health. He also failed to reach settlements with victims, offered no active compensation, and did not show genuine remorse. Authorities considered his behavior passive and the initial sentence too lenient.
After reviewing the case, the Taichung High Court revoked the suspended sentence, citing several factors:
