TAIPEI (October 30, 2025)— The Ministry of Health and Welfare (MOHW) has announced new measures that will take effect in November, including expanded financial assistance for couples undergoing in vitro fertilization (IVF).

According to the Health Promotion Administration (HPA), the updated IVF Subsidy 3.0 Program aims to ease the financial pressure on couples seeking fertility treatments. The revised plan increases the maximum subsidy to NT$150,000 (approximately US$4,800) for eligible applicants.

Under the new scheme, women under 39 years old may receive up to NT$150,000 for their first IVF attempt, and NT$100,000 for their second and third attempts. Meanwhile, women aged 39 to under 45 are entitled to NT$130,000 for the first attempt, and NT$80,000 for subsequent procedures.

To ensure safety and improve success rates, the HPA emphasized that only one embryo may be implanted per attempt for women under 39, while those aged 39 to 44 may implant up to two embryos each time.

Officials said the policy aims to promote maternal and infant health while encouraging couples struggling with infertility to seek early medical support.

Based on past application data and an expected 10% increase in demand following the subsidy adjustment, authorities estimate that more than 30,000 couples could benefit from the program by 2026. The government has allocated an annual budget of NT$2.7 billion to fund the initiative.
