MANILA (October 18, 2025)— Prosecutor General Richard Anthony Fadullon of the National Prosecution Service has raised concern over what he described as “selective” testimonies from witnesses linked to the ongoing investigation into the alleged irregularities in flood control projects.
According to Fadullon, some witnesses, including the Discaya couple, appear to be withholding vital information or choosing only certain individuals to implicate in the corruption issue. He referred to this behavior as a form of “selective memory” or “selective amnesia,” noting that several witnesses suddenly claim to forget details—especially when questioned about specific persons or amounts involved.
Fadullon emphasized that the Department of Justice (DOJ) will not take witness statements at face value. All testimonies will undergo a thorough evaluation to verify their accuracy and consistency before being used in court proceedings.
He admitted that the investigation remains challenging, particularly when some witnesses are hesitant to provide full disclosure.
The Prosecutor General urged those who truly wish to help uncover the truth to come forward and reveal everything they know about the alleged anomalies. However, he also appealed to those unwilling to tell the whole story to refrain from making selective accusations, saying it only undermines their credibility.
Fadullon reiterated the DOJ’s commitment to ensuring due process and transparency as the probe into the flood control project anomaly continues.
