Authorities in Taipei were alarmed by a shocking incident that occurred on the eve of Double Ten Day at Taipei Main Station, when a wanted man allegedly assaulted a drunk foreign woman inside the station.
The suspect, identified as 44-year-old Qiu Shengming, was captured on surveillance footage dragging the intoxicated woman from the main hall to a corner area, where he reportedly attempted to commit an indecent sexual act.
The Railway Police Bureau launched an immediate investigation after receiving witness reports. Using CCTV footage, officers were able to track down and arrest Qiu later that same day. He was subsequently transferred to the Taipei District Prosecutors Office for investigation on charges of sexual assault and public indecency.
Further checks revealed that Qiu was already wanted by the Taoyuan District Prosecutors Office for a previous theft conviction. Following his arrest, authorities sent him to the Tucheng Branch of Taipei Prison to serve his existing sentence.
Prosecutors disclosed that Qiu, a resident of Bade District, Taoyuan City, has a long criminal history involving theft, drug-related offenses, and drunk driving. He has been imprisoned multiple times and was reportedly known for disruptive behavior during incarceration, including insulting prison officers and causing disturbances in his cell.
Records show that on January 15, 2024, Qiu stole a small truck in Taoyuan City after discovering the keys inside. He later abandoned it and took an electric scooter in New Taipei City. The Taoyuan District Court sentenced him to six months in prison, but he failed to appear after being summoned, leading to a warrant for his arrest.
Despite being a fugitive, Qiu continued to offend. On June 18, 2024, he was caught drunk driving in Taoyuan after police stopped him for a traffic violation. His breath alcohol concentration measured 0.88 mg/L, far exceeding the legal limit. The court later convicted him of public endangerment and sentenced him to another six months in prison, convertible to a fine.
The disturbing incident at Taipei Main Station has drawn public concern over security and surveillance in major transport hubs. The Railway Police Bureau has since pledged to strengthen patrols and monitoring to prevent similar cases in the future.
