Bulacan, Philippines — October 15, 2025.
The Department of Justice (DOJ) has formally submitted its investigation reports regarding alleged anomalies in flood control projects in Bulacan to the Office of the Ombudsman.

According to National Prosecution Service (NPS) Prosecutor-General Richard Fadullon, the investigations focused on officials of the Department of Public Works and Highways (DPWH) and contractors in the province’s first district, who are allegedly responsible for irregularities in five flood control projects.

Fadullon noted that those involved include District Engineers, Assistant District Engineers, Project Managers, and other related personnel.

Ombudsman Jesus Crispin Remulla confirmed that the implicated officials and contractors are also part of a Senate-conducted investigation. He described the five cases as “low-hanging fruit” and “open-shut cases,” citing that despite allocated funds, no actual project outputs were delivered.

The DOJ’s submission is part of ongoing efforts to ensure accountability in government infrastructure projects and prevent misuse of public funds. The Ombudsman will now review the reports and determine appropriate administrative or legal actions against those found responsible.
