MANILA (October 9, 2025)— The Palace has clarified that the unprogrammed appropriations in the proposed 2026 national budget cannot simply be reduced to zero, following calls from Akbayan Partylist Rep. Chel Diokno to eliminate what he described as “pork barrel” funds.

Palace Press Officer Undersecretary Claire Castro emphasized that these funds are essential for the implementation of various government programs, particularly in cases of emergencies or sudden needs. “It would not be practical to set these appropriations to zero,” Castro said, noting that the funds are released only when complete documentation is provided.

Castro further assured that there are sufficient mechanisms in place to monitor and ensure the proper use of the ₱250 billion unprogrammed appropriations proposed in the 2026 budget. She explained that the release of funds is subject to “conditional implementation,” a safeguard aimed at protecting public money.

The official also acknowledged that some individuals have expressed concerns over delays in fund releases but reiterated that the President is committed to ensuring that the allocations are properly utilized.

The issue arose after Rep. Diokno, in a privilege speech on October 7, criticized the apparent increase in unprogrammed appropriations, asserting that these are not contingency funds but rather intended for large, planned, and regular programs. He urged that the allocations be removed or reduced to zero in next year’s budget proposal.
