To strengthen public services and meet the needs of a rapidly growing population, the Hsinchu County Government has officially launched the construction of the Zhubei Joint Household and Land Administration Office Building. The groundbreaking ceremony took place today at the project site located between Ziqiang 5th Road and Chenggong 12th Street in Zhubei City.

The new facility, scheduled for completion and opening in 2017, is expected to become a central hub for administrative services in Zhubei and support further development in the surrounding area.

Addressing Rapid Population Growth

Zhubei City has seen its population climb past 220,000 residents, creating higher demand for land and household registration services. Current office spaces are insufficient, often resulting in long wait times for the public.

County Magistrate Yang Wen-ke emphasized that the new joint office will merge the functions of the Household Registration Office and the Land Administration Office into one convenient location. He noted that this integrated “one-stop service” model will save residents time and significantly boost government efficiency.

Green and Smart Design

According to the county government, the project follows green building and smart management principles. It will provide a safe and comfortable working environment while aligning with energy-saving and eco-friendly standards.

The building is the first of its kind in the county to feature energy-efficient designs that combine power walls with solar panels, ensuring balanced electricity use throughout the day. This reflects the government’s commitment to environmental sustainability.

Public-Friendly Features

The facility will also include amenities designed with residents in mind:

  • A coffee bar and shared spaces

  • Gender-friendly and accessible restrooms

  • An indoor smart wedding photo wall

  • A digital training center for county employees

Project Details

Civil Affairs Department Director Chen Jianchun announced that Ruizhu Construction Company was awarded the NT$1.158 billion contract on September 9. The structure will have five floors above ground and three underground levels, featuring smart office spaces, barrier-free facilities, and energy-saving systems.

Additionally, the outdoor landscaping will highlight the nearby Dongxing Canal, creating a pleasant environment for both administrative work and public gatherings.
